If you need to pump it one time fast to get a hard pedal that sounds to me like the shoes are to far away from the drums.
You want heavy brake shoe drag when turning the wheel by hand. Make an adjustment, then step on the brake pedal to center the shoes and check it again...keep doing this until there is no difference in drag before and after appling the brakes, then go to the next wheel.
