Check to make sure the rod connecting the wiper switch to the motor is installed. It is about 2-3 inches long, with a bend at each end. Either end can come loose if you've been working up under the dash. The diaphragms inside the motor dry out. SOme can be restored with petroleum jelly or with a new piece of leather and I think there are some old threads on fixing the motors in the archives on this site.
