yes, what 5wests said, pics would help - and what's an "upper grill mount"? you mean the bar that ties the fenders together? if that, then yes,
body shims might make up the difference, available at any FLAPS, like NAPA, available in a few thicknesses and can be stacked if that doesn't get ugly .... OTOH, if that bar is too short then it's likely the grill mount holes won't match up all the way around on the fenders and splash pan, so you might have something else wrong .... pictures, we need pictures
