It was the Flasher - as soon as I plugged in the new Flasher it worked perfectly! Now they even work when the truck is not running (previously this wasn't the case). And, the indicator bulb on the turn signal knob also started working again. So lesson learned: those Flashers can keep working but degrade in many other odd ways.
