Did you have the carter carburetor and this problem last year?

Yes it’s a Carter
I did not have this problem last year.
My current issue is the new float and spring kit and float setting.
Initial problem was flooding
decided to put a new kit and adjust the float as recommended in this thread.
My guess is I adjusted the float wrong.
