I'm sorry I didn't answer your question sooner but I am sure the set dimension should be with just the weight of the float assembly pressing the valve shut.
The spring will have very slight compression--not fully compressed(stacked solid).
Sometimes I choose to lift the float lightly manually and feel/look for the valve to touch the seat.
