Tim is correct. Cable, plug, and bracket come with the antenna. The base pivots to allow it to mount on an angled surface.
If the hole is already in your cowl, loosely mount the antenna and slowly raise the hood before locking it in place. The previous owner may have screwed up the location. If you are going to cut the hole, a pattern for the location is in '54 Truck Accessories Manual. May be one available for your truck, too. As Tim noted, the location of the hole is critical.
