They could be homemade but if they are somebody went to an awful lot of trouble. The hardware is chrome plated brass and the pivot points are hemisheres with matching hemispherical washers. This makes the friction that holds their adjustment and makes the adjustment very smooth.
On the other hand if nobody on here has ever run across these, they may be a one off fabrication.
