There is a break in the circuit from the gauge to the sender to ground.
- Check continuity between the gauge and the sender.
- Then, Check continuity between the sender "cap" (on the outside of the tank) to the ground (the frame, for example)
If continuity checks out, you might have a bad sender in the tank.
