me too I did not think the rings rotated but the little problem this motor sounds to have is the carb is out of wack and the motor may not be broken in all the way, does your motor have a oil air breather or a paper air filter. Mine blew some smoke when I ran it early on cause the air filter full of oil was suckin a lot of oil and lets say it smoked pretty heavy. Them oil air filters need to have instruction manuals
