I've increased the spring tension on the current regulator points and that didn't make any difference.
When I increase the rpms to maybe 900 the cutout points close and the current regulator points begin arcing. When I let off of throttle and let the engine idle the cutout relay opens and the current regulator stops arcing and the ammeter returns from discharge to neutral.
