Is the cutout relay staying closed? If the cutout is staying closed, what is the terminal voltage at the battery? Here's where you're beginning to need an accurate ammeter to tell you how much current is going into the battery. Try increasing the spring tension slightly on the current regulator points- - - -they should not be arcing excessively. The ideal setting will be 30-35 amps of current flow into the battery when the current regulator points are in control, and 14.7 volts against a fully-charged battery once the voltage regulator points take over. There should never be a situation where both voltage and current control points both operate at once- - - -it's an either/or situation.

It's a whole bunch simpler when I've got a student looking over my shoulder as I demonstrate regulator adjustments- - - -the internet leaves a lot to be desired!
