The pump works off a lobe on the camshaft, and if the pump is working the cam is turning. Of course, you could pull the valve cover and see if the rocker arms are moving.
Assuming the cam is moving, you're probably dealing with a distributor gear out of mesh, or a stripped dizzy gear. Jerry
