The switch grounds the corresponding light. If the hot light stays on the wire must be shorted. The ignition switch turns the hot light on when in the start position. This is to test the light. There could be a problem with the ignition switch or it may be wired wrong. I like to start with a new switch whenever I get a vehicle with a light. Then you know if it gets hot it will work. You should be able to ground each wire & the corresponding light comes on.
