Yes, you have to slide the "Windlace" rubber all the way around the track. One tip is to take a small piece of the windlace and slide it thru the track, checking to making sure the track is not crimped/flatten out. You can spray some silicone or WD-40 on the rubber, or soapy water. It's a job, but once you get the hang of it, it gets easier. You'll have to push the rubber then pull the rubber thru the track.
