All internal passages are clean and open. The oil tube behind the pushrod cover carries oil to the port next to the head bolt in question, then up to the arched tube that supplies the rocker shaft. With the bolt out you can clearly see how the oil flows. With the bolt in, no flow happens. The only way for the oil to reach the rockers--at least in my case--is to pass through a hollow bolt.
