If you have a vacuum gauge, set it for max vacuum at idle.
check that your centrifugal bobweights are OK.
Was it OK before you fiddled with it?
The rotor may be dodgy. HEI units demand better insulation due to higher firepower.
If all else fails, retard it and hold the idle slightly high, then rotate the dizzy fowards and find the spot that gives the greatest increase in idle speed for movement of the dizzy. This will be where its passing over TDC. that will get you moving.
A neon timing light or triggered timing light may show erratic or intermittent timing- then something is wrong.
