the temp in the top of the rad will be the same as the temp near the thermostat, either your gauge or your 'probe' is inaccurate or your thermostat isn't opening .... what rating thermostat do you have? is it airlocked?

use an infrared laser type thermometer on the thermostat housing, the head where the sender probe is, and the lower rad hose
