A piece of HARD wood, like oak or maple, and a BFH (3 or 4 pounder) will drive that damper back until it contacts the timing gear.

The gasket you need has a bevel on one side, and a steel sleeve on the other. The part that goes up into the manifold has a steel sleeve to center it, and the top of the donut is flat. The FLAPS should have a paper catalog of exhaust system parts with illustrations and size measurements.
