If it's lightly pitted, soda blast it to bare steel, then start applying high build primer. Sand the surface back down between coats. This will reveal the high/low spots. Keep priming and sanding until the surface is flat and smooth again. A thin coat of body filler can speed up this process before the high build. If the spot is really bad, it's better to cut it out and weld in new steel.
