What Tlorber actually means is a wheel spacer plate. It's a plate of a given thickness, 3/16" in this case, that's drilled for the wheel studs. It's used to space the wheel out to allow for clearance. You should be able to get them from anyone that sells custom wheels. Make sure to check stud length with whatever wheel you decide to use, as there needs to be enough thread engagement to retain the wheel. You'll want the stud to at least go completely throught the nut by about 3-4 threads.
