Agree with Jerry, here’s an example of what I feel you need to do to fill holes Robert. My truck
was used as a fire truck and had a half dozen holes in the tops of the fender where the
siren and flashing red lights were mounted. Scroll to the bottom of the page and there are
a half dozen pictures that should answer your question.

Welded up by backing up with copper plates then ground smooth and hammered to
smooth and stretch the metal back in shape. A small amount of filler is then used to
smooth out what ever low spots still remain.
