The switch should have spring inside to help push the plunger back out, so there would be a little resistance there. There should also be a spring on the mechanical linkage to help pull it back into position.

The linkage could be binding where it attaches to the bell housing.

And predave is right. Sounds like it is getting power through the bypass wire off the starter switch, but not the ignition switch.
