It does not matter, as long as you get the "polarity" correct. There is an input and output connector on the Classic parts resistor. The input connector has a nut on it and that is where the "hot" lead connects. The output connector is connected to input post on the fuel gauge (there is no nut on that lead of the resistor because the nut on the gauge post is used).
Some people say they have gotten along well without such a reducer. Other people have reported many fried gauges, presumably from using non-reduced 12v. I think that there is no harm in using the reducer and it might even save you from frying a gauge.
