No. If you tried starting fluid and it didn't fire then for some reason the plugs aren't firing under compression. Should belch, back fire, do something if the wires are in the wrong order when you send some ether down the carbs throat.

Only reason I can think of that starting fluid won't create some kind of response is if no spark is actually reaching the plugs. Or if there is not enough compression. Might run a compression test, and make sure all the valves are moving and not stuck.
