He said he solved it by emptying the fuel tank and blowing it out. When the rain stops here I will empty the tank and bring it in to get cleaned. I am just trying to decide if I should clean the existing tank or buy a new one. Thanks everyone for your help.

For around $150 - $250, I would go for the new tank. Tank cleaning and sealing will not be that much less.
