Do you pull the choke when it's cold? Also when it's not running< look down the throat of the carburetor and move the throttle shaft. If the accelerator pump is working it should squirt a little gas down the throat. If it isn't doing that, then you need to rebuild the carb.
Okay. read where you rebuilt the carb. Did you get the check valve ( bb) in the right place for the accelerator pump to work? Does it work?
