The float drop is not important in this situation. The float level is. With the air horn upside down the top of the float should measure 1 9/32 in. from the gasket. If this is correct you must have a piece of dirt in the needle & seat. Measure the float drop from the gasket to the bottom of the float with the float hanging. All this does is keep the float from resting on the bottom of the bowl & posibly sticking.
