This refers to a 48 passengers car but perhaps your wiper unit is similar.
Last month I also dismantled cleaned and lubricated the vacuum motor.With reinstalling it it behaved the same as yours.
After closer examination I found out that one of the rubber hoses was too old so it should not sit properly resulting in a vacuum leak.I relapsed all hoses with new ones and now it works perfect.
