Hy Josh_51GMC, there is a bendable tongue which is part of the float assembly, it rests on the needle, you have to bend that until the floats sit at the specified setting with the top of the carb upside down so that the float will sit on the needle when it is in the closed position. Do not just push on the float when it's resting on the needle, if you have a "rubber" tipped needle it could be damaged or jammed into the orifice by that practise. The drop adjustment is done by a tang which rests on the back of the the seat "tube" which the needle is installed into, bend the tang to limit the drop to the specified measurement. When you check the measurements make sure both of the floats are measuring the same distance, and that the floats are light and not full of fuel, hope that helps
