I had problems with brakes like this before, drove me nuts. I finally had to bevel the ends of the brake shoes.(the lining)I noticed after that, that most of the replacement shoes already had a slight bevel on the ends, but not neccesarily. The best I could figure the shoes were slightly bigger than the drum and just stuck in drum, after they ran awhile and got worn to the same profile as the drum it was fine.
