I took a car through last month and they just sniffed the tail pipe at idle. The bays where the dynos used to be are now solid concrete. The time before that they ran a dyno test on the same car. They didn't even rev the engine. This makes the test much easier to pass- as long as there is no visible smoke and the idle test passes you are ok.
We don't have the 20 years old window up in Portland though, it's still '74 or newer and they have to meet whatever the standard was when the vehicle was new.
Yes, it is beautiful here, and cheaper than California or Washington to live. Shh, don't tell anybody.
