When you bench-bleed the MC, are you getting fluid flow from the port that goes toward the front? If so, there has to be a restriction somewhere downstream. I'd second the above suggestion to follow the fluid flow one connection at a time until you find whatever is causing the fluid to stop flowing. It's also possible you've got a piston seal inside the MC that's bypassing fluid and refusing to develop enough pressure to force the fluid down the lines.
