The Oakland ID-stampers were apparently less careful than the more eastern-plant ID-stampers, in placing the sequence-code (serial number) nearer to the left part of the code.
Regarding the use of clutch-head vs phillips-head screws, many people have reported this happening on both Chevrolet and GMC ID plates.
