up north air brakes are a separate situation from commercial use or size/weight categories, vehicles with air brakes require a license emdorsement for air brakes, commercial or not, and here if any size non-commercial [like motor home] that can be an addition to the regular B.C. drivers license, which AFAIK is accepted in every state as well ..... every jurisdiction has their own rules, always check your local laws
