Well Cletis I think you better rephrase that statement just a little on the WD-40.
WD was invented to displace water or moisture on missle products which in a sence does prevent moisture or rusting to a degree.
But I will have to agree to disagree that it doesn't prevent rust totaly. If you want something to stop rust forming then the best thing is good metal prepration then metal prep 79 along with a good primer and paint to keep rust from forming. There are many many things that you can do to prevent rust.
One is to encapsulate it to prevent oxygen from getting to the metal causing rusting from moisture.
