A torque wrench is perfect for setting preload on the front bearings. Check out a shop manual
HERE you will see the proper torque is 33 foot pounds.
As for the second part of your question, what exactly do you mean by preload in the differential? Are you referring to carrier bearing pre-load, or something else?
