just a couple of thoughts:
I assume that your odometer is not working, right? If you did not check that,and it is, sometimes the bearings in these old speedometers will cause the speedometer head to hang up and not move properly.
When you spin it by hand, it should jump a liitle as long as you are spinning it counterclockwise.
