No, it's not necessary. When you mount the bracket for the carb end of the cable you can have mild spring pressure if you just pull the cable a short way to fasten to the accelerator or you can pull it till it coil binds and then ease it off just enough for the carb link to return to the idle screw cam and this gives maximum tension on the spring. Since it is spring loaded there is zero slack in my experience.
