Valve problems could definitely give you heating problems. Maybe that is your only issue. Once you get that fixed you might want to feel around the radiator for cold spots. That would indicate a blockage at that point. The fan should also be pulling enough to keep a piece of newpaper sucked to the radiator. I've done that with mine to warm it up in the winter
