Use a good self etching primer. Dupont variprime is good, it has an acid additive that makes it self etch to metal. I used it on the engine in my Chevelle.
I put on one good coat , then went over it wet on wet with seymour's
Engine enamel from a spray can. I did this 10 years ago & it still looks good.
