This is what I was told by a reputable carb shop. Explains alot.
First off, from your photo, we see that your W-1 carb looks to be made up from parts of several different W-1 carbs. The air horn is not original, but from a pre 1940 W-1. The body is an "RPD" body made by GM in 1949. The bowl assembly looks to be from a 1941-49 W-1; so if your carb body is a genuine 1949 model, the accel pump in our kit will NOT work correctly! Also the spring link you mentioned was used by Carter on some of the W-1 carbs, but all other parts must be matched for it to work correctly with the correct pump. One way to tell if your bowl is a 1949 model, is the height of the Brass pump well inside the bowl. If it only comes up off of the bottom of the bowl about 1" it is a 1949. If the brass pump well extends up to just under the bowl casting, then the body is a 1948 and earlier. All of this may be why you are having problems. If all else fails, phone us for help.
