Fuel gauge and sending unit problems sure seem to be tough to solve. I've checked everything out on my Panel (gauge, sender, wiring, grounds, etc.) yet for whatever reason, my gauge always reads " 1/4 " whether the tank is empty or full. When I turn the ignition off, it reads Empty. I like Achipmunk's solution by putting a hole in the floor and tank and using a measuring stick!
