John, the problem could be that the mix of new vs rebuilt wheel cylinders that you said the PO put on, is a new one on one side, and a rebuilt one on the other side. A combination like that is very likely to create an imbalance in performance at equal brake line pressure.... You dont want to correct that problem with a proportioning valve between left and right, you want to correct that problem by putting in a matched pair of wheel cylinders ...
