well, considering the "hazard lights" are just a different function of the turn signals, using all the same circuitry and the same flasher, it seems real unlikely that what you want is possible ... the only power input to that system is to the flasher unit, if the flasher is powered for one, it's powered for all .... the only way you can separate the 2 functions is with 2 separate systems - 2 flashers
