I don't get it, what are you asking? Are you looking for rust suggestions? Eastwood rust encapsulator is a very good product I have used it many times and works well. As far as removing rust, I would always sand blast it, remove every last bit of it. If it comes down to it cut the rust out and weld a new piece of steel in.
