Did your guy measure the diameters? You've probably got a slight manufacturing tolerance mismatch that can be cured with a little emery cloth or some heat. I wouldn't be too comfortable dealing with a guy who can't, or won't tell me why things aren't fitting, especially if he's expecting to get paid for his efforts!
