assuming you have tangential cut springs, cutting coils takes a bucket of water, an air-powered cut-off tool and patience to get the height right. However since the number of active coils directly affects the ride quality as dictated by the spring formula and as everyone points out. My recommendation is not to do it and buy the right springs.
