Ok - I'm trying to understand what you have. You installed the studs into your rocker assembly. That means you screwed the studs into the head and they are sticking up out of the rocker arm assembly. Did you put them in the center hole of each of the two assemblies? If so, the plain nut must be torqued onto the stud to help hold the rocker assembly in place. Now you should have the studs sticking up. Drop the Offy cover down on the studs and the gasket, then put the rubber gromets on the cover with a washer and install the nut to hold it down. Test run to see if it is sealed. If not, tighten the hold down nuts. That should do it. What's the problem?
