I bought the Offy cover in the 70s and it came with mounting studs and "grommets". The cheesey grommets they sent were actually short sections of a rubber hose that they roughly cut off to length. The inner diameter was the same as the studs and the outer fit somewhat tight in the holes of the valve cover. They gave plain nuts and flat washers.

This came brand new from Offenhouser.
